Matthew Dalzell, New Zealand Consul-General, Shanghai

Matthew Dalzell took up his appointment as New Zealand Consul-General in Shanghai in May 2012.  The consular district includes Shanghai city, and the provinces of Zhejiang, Jiangsu and Anhui.

He is a Mandarin speaker trained at Beijing Normal University and Fudan University, and served at the New Zealand Embassy in Beijing from 1997 to 1999, focussing on political affairs and services trades. 

Prior to his posting to Shanghai, he was Acting Director of the Partnerships, Humanitarian, and Disaster Management Division at the Ministry of Foreign Affairs and Trade in Wellington.  Previous head office positions include serving in Deputy Director roles managing the New Zealand Aid Programme, focussing on strategy, policy, programmes and financing for multilateral partnerships, trade and economic development, and governance and institutional effectiveness.  From 2007 to 2009, he worked as Senior Advisor to the Executive Director of the World Bank Group, based in Washington, DC.

Matthew Dalzell was educated at the University of Auckland, and holds a BA in Asian History and English, and a MA (First) in History.  He is the author of New Zealanders in Republican China, 1912-49, published by the New Zealand Asia Institute in 1995.
