Guidelines and application form

The embassy in Manila operates a small development fund called the Head of Mission Fund.  This enables the embassy to flexibly support activities that manifestly and directly meet development needs in the Philippines.

The Head of Mission Fund disburses money principally through grants, for discrete development activities of a short duration. Funds are limited and only the best proposals will be assessed.

To be considered for funding, proposals must be consistent with the goal of the New Zealand Aid Programme — to support sustainable development in developing countries, in order to reduce poverty and to contribute to a more secure, equitable and prosperous world.

Applications must meet the criteria set out for ‘eligible projects and activities’ in the guidelines, and be made on the standard application form attaching additional information required.  A pdf version of the guidelines and form is available at the bottom of this page, but we encourage applicants to complete a Word version of the form electronically and email that to us.   You can request a Word version by emailing liza.manahan@mfat.govt.nz.

Applications for the 2012/2013 financial year will be open from 1 July to 31 October 2012.

Current project:

•    Humanitarian Legal Assistance Foundation (HLAF).  The project is an offshoot of a successful activity co-funded with AusAID last year, aimed at empowering inmates to overcome the twin challenges of slow disposition of cases and jail congestion under the Philippine criminal justice system.  This activity builds on the gains of the original intervention to promote and protect the human rights of jail inmates.  In close consultation and partnership with key stakeholders, HLAF also aims to institutionalise paralegal training of inmates as part of the Philippine jail system’s rehabilitation programme.
