The London Office also issues citizenship certificates to people born outside New Zealand after 1 January 1978, who, at the time of their birth, had a mother or father who was a New Zealand citizen other than by descent. This means the parents must have been born in New Zealand or acquired New Zealand citizenship by naturalisation or grant.
