On 6th March 2013, Ambassador Haike Manning paid an introductory call on the Vietnamese Minister of Defence and Politburo member General Phung Quang Thanh.

Minister Thanh expressed Viet Nam’s strong interest in further promoting defence cooperation with New Zealand in addition to other areas of cooperation under the Comprehensive Partnership Framework. He shared with Ambassador Manning several ideas which would enable both countries to take forward the bilateral defence cooperation relationship. Minister Thanh also expressed Viet Nam’s appreciation for New Zealand’s assistance to the Vietnamese military though the New Zealand Mutual Assistance Programme. He said he hoped Ambassador Manning would make active contributions to the bilateral defence cooperation during his assignment in Viet Nam.  Minister Thanh also expressed his pleasure to be the first Minister of Defence of Viet Nam to pay an official visit to New Zealand from 20-25 March 2013.

For his part, Ambassador Manning acknowledged and highlighted some important areas of defence cooperation between Viet Nam and New Zealand such as annual Defence Talks, Mutual Assistance Programme talks and various training programmes. Ambassador agreed that Minister Thanh’s initiatives would be of real merit to boost bilateral defence cooperation. He also announced that this year New Zealand would offer a place in the English Language Training Programme For Senior Officials for the Ministry of Defence, considering the importance of the bilateral cooperation in this area. New Zealand also stands ready to continue assisting Viet Nam to strengthen its peacekeeping capacity, including through the ASEAN Defence Ministers Plus (ADMM+) Expert Working Group on Peacekeeping Operations which New Zealand co chairs. Ambassador also assured the Minister that preparations for his successful visit to New Zealand were well underway.

Both agreed on the need to further promote bilateral defence cooperation in the next phase of implementation of the Comprehensive Partnership between Viet Nam and New Zealand during 2013-2016.
